 The Texas Office of Consumer Credit Commissioner regulates mortgage lenders and mortgage brokers engaged in making and negotiating subordinate lien loans.

The Texas licensing statute was originally enacted in 1967 as the Consumer Credit Code. In 1997, the Consumer Credit Code was replaced with the Texas Credit Title, which has since undergone substantial revision. In 1997, the Texas Constitution was amended to permit closed-end home equity loans and reverse mortgages2 .
